The TELCA project proposed by Beijing International Exchange Association (BIEA) has successfully received approval for funding from APEC (Asia-Pacific Economic Cooperation). The project underwent a re-approval process and has now been officially established under the APEC Science, Technology, and Innovation Policy Partnership mechanism.

Sponsored by the Beijing Association for International Exchanges, The TELCA project has been co-sponsored by Chile, Hong Kong, Malaysia, Peru, Papua New Guinea, the Philippines, Russia and Thailand. In a significant step towards its implementation, a workshop dedicated to the TELCA project is scheduled to take place in the fall of 2024.
