Beijing International Exchange Association Actively Promoting U.S.-China Cooperation Under Multilateral Mechanisms

The APEC PPSTI 21 was held successfully in Palm Springs, California, The United States from 18 to 20 February 2023. With the Theme of Inclusive STI for a resilient and sustainable future, the PPSTI put its priorities on 1) addressing challenges and barriers to achieving an enabling environment for a sustainable and inclusive future and reflecting the solutions by means of science‐based policy recommendations; and 2) exploring emerging technologies and more broadly STI for the role that they play in supporting resilience and recovery solutions.

Dr. Guo Jieni, Secretary-General of the BIEA made a special trip to attend the meeting and jointly reported the progress of the ongoing "APEC BCG Startups Regional Network Program on Sustainable Growth Project" with the Thai partners. She also actively participated in the discussion on the adjustment of PPSTI's application of task-oriented innovation policy (MOIP). During the meeting, Secretary-General Guo Jieni actively communicated with the representatives of major economies including the United States, and promoted the establishment of the "APEC Technology Empowerment and Low Carbon Action" (TELCA) project, which has been jointly proposed by Malaysia, Hong Kong, China and Peru.

Formerly known as the Industrial Science and Technology Working Group (ISTWG), the APEC’s Policy Partnership for Science, Technology and Innovation (PPSTI)  was formed in 2012, when APEC agreed to broaden the group’s mandate to include innovation policy development and to intensify cooperation among governments, businesses and academia. The PPSTI’s mission is to “support the development of science and technology cooperation as well as effective science, technology, and innovation policy recommendations in APEC through collaboration between government, academia, private sector and other APEC fora.”

As an AAAA social organization focusing on international exchanges involving foreign affairs, the BIEA has always been committed to promoting non-governmental international exchanges from multiple perspectives and levels. The Association has been involved in PPSTI-related work since 2016. Up to now, it has successfully promoted the establishment of two funded projects, one of which is concluded and one is under implementation.
