
On 23 July 2025 (New York time), Dr. Guo Jieni, Representative of the Beijing International Exchange Association (BIEA), delivered an oral statement at the General Debate of the ECOSOC High-Level Political Forum on Sustainable Development (HLPF), calling for stronger multi-stakeholder partnerships to advance inclusive development and the implementation of the 2030 Agenda.
She underscored the bridging role of non-governmental organizations between grassroots practice and global policymaking, and stressed the importance of a people-centered, rights-based approach. Dr. Guo also highlighted the need to address the digital divide and ensure the inclusive participation of women, rural communities, Indigenous peoples, and developing countries within multilateral governance frameworks.
She put forward three key action recommendations: improving mechanisms for NGO participation; increasing financial support for grassroots projects; and advancing inclusive data collection.
